Hmm... I'm thinking something like a Shirriff's Deputy, but I think there was a specific title for them (all I'm remembering is a word that reminds me of "Wheelbarrow", but that could be because of that particular Hobbit, Robin Smallburrow... who had something to do with the duty of safety in the Shire...)
